A president can call a body of water anything he wants for domestic, internal use, but the international name does not change unless every bordering nation agrees and the International Hydrographic Organization updates its standards. Because most navigation charts follow IHO conventions, the renaming effort only impressed a small audience that doesn’t understand how global naming rules actually work.
